I don't really make friends in game mostly these days... got a friends list of people I know and chat with, but don't meet new people much. I don't PvE much anymore (only as much as is needed to get new farming areas) and PvP is too fast paced to really chat much in. I like it this way anyways.

people i dont make friends with:
1: some people have a habit trying to tell you what to do all the time.
come here, stand here, trap here, don't go there, this is better skill than that etc. And after giving advice they tell you "i've been in gw for 2 years so i know"
'Why is your secondary a ranger? It gives you no use! Ping your build and i tell you how you are flawed in gw and in life general'
2: people who like to ping their crystalline swords and such items every time where ever they go. Also after using a skill they ping their high hp.
3: people who love to use abbreviations: lol, omg, noob (etc.)
People i make friends with:
1: Don't matter if we screw up the whole mission/battle and get good laughs about something.
2: Saw a guld ad that said: "To join must know how to follow calls. But it is not always necessary because everybody has not learned yet"
I see too many stressed out farmers and people trying to grind for their titles and whatnot magical hammers. Being a pro player doesn't require being an imbecile. I started playing GW 2005 so i know.

Making friends is easy.... making good friends who talk to you and have time for each other is harder. In our guild we have a real core set of players who are also good friends, and people who met through the guild.
I have been in the guild for nearly 2 years and guild leader for 18 months of that. I know some real good people through it and have met a fair few of them IRL also. We also use Teamspeak which also breaks down some of the barriers.
However it is harder to get friends outside of your guild/alliance as it were... some come and go, some talk with you but not always.
Plus I guess I should admit... I met the person I am going to marry via this game... knew each other for quite a while, started going out and now engaged to be married.... and yes we have met in person for the skeptics.. we do as much as we can, which is every weekend near as we can
Friendships can be got, even more can be got if your lucky

I helped Racthoh make a new friend today
I've rarely had problems making friends in-game. Usually they're people I just enjoy talking with while playing the game.

I've been lucky in my time to get along a great guild with lots of fun people, who I enjoyed playing with. Now, I've moved on, but I still chat with them occasionally if I see 'em online.
I reckon the OP's best bet as well is to try to find a guild with similar interests and not to get discouraged if you don't happen to get lucky on your first try.
